Higher Education Emergency Relief Fund Reporting

On April 13, 2020, the University of Houston signed and returned to the US Department of Education the Certification and Agreement and the assurance that the institution intended to use, no less than 50 percent of the Higher Education Emergency Relief Funds (HEERF) received under the Coronavirus Aid, Relief, and Economic Security (CARES) Act to provide Emergency Financial Aid Grants to students. Subsequently, the University also received funding under HEERF II (Coronavirus Response and Relief Supplemental Appropriations Act - CRRSAA) and HEERF III (American Relief Plan - ARP).

Pursuant to the institution’s Certification and Agreement for Emergency Financial Aid Grants to Students, the University of Houston received $36,703,283 in HEERF I Grants through the CARES Act, one-half of which, $18,351,642, was provided directly to students in the form of emergency grants. UH also received $36,703,283 in HEERF II Grants through CRRSAA, with one-half of the amount again committed directly to students in the form of emergency grants.

The University of Houston has been allocated $108,950,310 through HEERF III, $54,713,989 of which is also earmarked for emergency grants for students.

Update as of March 31, 2022 
HEERF I: $18,351,642 in emergency grants was disbursed to 26,787 students during the 19-20 and 20-21 academic year. 

HEERF II: $18,351,642 in emergency grants was disbursed to 17,447 students during the 20-21 academic year.  

HEERF III: $54,713,989 in emergency grants has been awarded to 7,035 students during the 21-22 academic year.

HEERF I: $18,351,642 in emergency grants was disbursed to 26,787 students during the 19-20 and 20-21 academic year. 

HEERF II: $17,741,781.81 in emergency grants was disbursed to 17,451 students during the 20-21 academic year.  

HEERF III: So far, $22,652,046.60 in emergency grants has been awarded to 4,477 students during the 21-22 academic year.

HEERF I: $18,154,559 in emergency grants was disbursed to 26,787 students during the 19-20 and 20-21 academic year.

HEERF II: $17,737,703 in emergency grants was disbursed to 17,581 students during the 20-21 academic year. 

HEERF III: So far, $2,348,079 in emergency grants has been awarded to 536 students during the 21-22 academic year. 


Update as of June 30, 2021
HEERF I: $16,142,862 in emergency grants was disbursed to 27,656 students, during the 19-20 academic year, and $3,238,379 was disbursed to 15,700 students, during the 20-21 academic year.

HEERF II: $17,684,838 in emergency grants was disbursed to 17,571 students during the 20-21 academic year. Applications continue to be processed for all remaining funding.


As of September 30, 2020, $16,195,393 in CARES Act grants has been disbursed to 27,238 students during both the 19-20 and 20-21 academic years. The total number of students estimated to be eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act is 26,002 students for the 19-20 academic year, and 26,197 for the 20-21 academic year, to date.


As of August 8, 2020, $16,112,650.88 in CARES Act assistance has been disbursed to 27,156 students. Applications continue to be processed for all remaining funding.


As of July 8, 2020, $15,789,509.17 in CARES Act assistance was disbursed to 26,936 students. Applications continue to be processed for all remaining funding.


As of May 12, 2020, $14,731,600 in blanket grants disbursed to 25,734 students. Additional grant funding will be forthcoming though the CARES Act Grant Request Form process.

On the premise that all students experienced some additional expenses due to the disruption of campus operations due to COVID-19, with on-campus students having additional related expenses, funding was provided in the form of blanket grants to all eligible students based on the following matrix:

All students at the University, both eligible and ineligible for CARES Act Grants, were advised about the distribution of these funds via  email communication sent on May 1, 2020. Students may continue to apply for CARES Act grants, as well as other forms of emergency grant assistance through a single application process by contacting the Office of Scholarships and Financial Aid.
